They do come in their individual little clear plactic baggies and put in one box.

Latex or silicone 90% sure it's latex.

if toddlers aimed these at each other do they hurt when they hit?

They can hurt if you pull them back far enough but I wouldnt say they hurt a lot though, and I'm sure a toddler couldn't pull them back as far as an adult can.

Could one of these fit inside of a plastic Easter egg?

I got the chickens, not dinosaurs, but I'm sure they're the same. You could easily fit a couple into an egg. Only thing to be aware of is they are a little sticky until they've been used a couple times or washed first
