Q: Will this work without WiFi?

Q: is it safe to run high voltage wire in the yard?

It doesn’t run on high voltage. It uses an adapter that goes into normal outlet for which there is no additional low voltage wiring required. It works nice and is easily controlled with the remote

Q: how "dim" can I set them? HOA won't approve "bright" path lights.

I would challenge your HOA about this. You should claim they are for your security of having sufficient light for your pathway for people to see. And since the light es very directional and does not scatter, it should not affect your neighbors or street if you place them properly to not face the street or a neighbor's home. That is probably what your HOA is really concerned about. These lights can be adjusted down to a dim enough "white" color that it should not be a problem. And if you use a non-white color then you can get them even dimmer. While the app allows you to set a dim level all the way down to 1%, that does not equate to 1% of brightness since it is not a linear relationship. A 1% setting actually equates to about a 12% brightness which is still a low level of light.
