What's the difference between the pink and blue caps?

The blue cap is a formula for removing waterproof makeup; however, the pink capped-original formula removes waterproof makeup really well too!

can it be used to just moisturize skin not remove makeup?

I has a cleansing property to it, which cleans the skin and leaves it moisturized. One caveat to that is that if you use it too often, it will dry out your skin because of the cleansing aspect of it. I discovered this after a week of using it. I thought it would leave my skin moisturized so I took my makeup off with it and went to bed. I woke up to a face full of flaky dry skin. It is a great product for removing eyes makeup gently though!
