Baby has 8 teeth that are very hard to brush, are these useful to actually clean the teeth with or is it made more for gums? Thanks!

I used them to clean the teeth too. At that age I tried to brush my son's teeth as best I could too, but I found these very useful for in between brushing (ex. After a snack). And, honestly, my son seemed to enjoy the Tooth Tissues so I felt I was actually wiping plaque/sugar off his teeth better than with the toothbrush since he wiggled so much during brushing....sometimes I would even brush his teeth (hoping he would eventually get used to it) and then wipe them with Tissues.

Are these individually wrapped or do they have "Zip Lock" closures?

There are three packs of tooth wipes but each wipe is not individually wrapped. To 'reseal' there is just a really sticky clear material that closes the opening. I haven't had an issue with them drying out, but I'd say I typically use a pack within a few weeks or so once opened.
