Good Automotive Primer
This has always been a consistent primer for me. It goes on smooth, sands easily and is a very sturdy substrate for any kind of compatible paint. I've never had problems with peeling or cracking with other automotive paints or water based paints used on top; just be aware that some enamels may crack (just research what's recommended for your paint).
