Guess it depends on how big the 1 yr old is. It might big big, but likely not for long. My experience… kids don't care about fit; they care about "cool" and heroes.

Yes. My son is 16 months and he loves it, the vest is a lil big but the tool belt is adjustable. I was able to make it fit him.

I’m sure it would fit little girls too. My grandson loved it. However, I was disappointed in the hat. It looked plastic in the pictures, but turned out to be fabric. Didn’t matter to my grandson!!
