Can this you use this as a poe (point of entry) system on a business or house on city water?

Technically you can but I would not recommend it at all. The filter cartridges are very expensive for that type of use and inefficient with the scale of POE use. When you use it in that capacity, you are filtering ALL the water into the house so your toilet water, showers, etc.. are all filtered which is a waste of the use. They have filtration systems for POE with all general filters and I would recommend those and then installing secondary filters at specific rooms. Hope that helps!
