is this translucent paper?

Semi-translucent. I would say the opacity is about 60%. The best part of these paper, though, is the ability of absorbing ink without wrinkling the paper. Some other rice paper, especially when it is thin, turns into rugged when dried after wet painted.

Will this paper work for suminagashi? Is it sized, and will it hold up with a brief dunk in water?

No. It dissolves with even the briefest contact with water.

Does this paper hold well when wet (such as dipped lightly in liquid dye) or does it get mushy and falls apart when wet?

I haven’t tried that but I don’t think it would fall apart. It’s very sturdy.
