Can I use Pen Nibs and / or without problems such as feathering?

I think you can, the weight of the paper is pretty decent and should handle it.

Does anyone know of a scanner/printer that's big enough to scan this size (B4) paper? Thanks

I have an Epson Workforce WF-7720, it handles this size paper as well as the much larger American comic book bristol paper which is 11x17 inches. My Epson accommodates both sizes. Good luck!
