Do these Wavian cans seal well enough to carry them on their sides; e.g.; on a roof basket? My old military Jerry cans did.

It depends. I have two that seal really well, and one which leaks. Same mfg. if you have to push really hard to get it to close, it seals well. If its easy to close, no it'll leak. Immediately return one you get which is t difficult to close down all the way, because it doesn't close w enough pressure not to leak.

Although I see that it is legal for California, I'm still having trouble putting the order through due to shipping restriction. Please advise.

What's the difference between this can and the other cans being sold in sets of 4 for the same price?

the quality of the cans is the difference. Then Wavian is military grade rust proof steel. It is safe and you will have it forever.

Does the spout make it carb compliant or the can itself. there's a: wavian long-nose flexible jerry can spout/nozzl available for non carb cans.

The pictured spout is CARB. It will spray gas onto whoever holds the can. The authentic NATO spout does not have any problems.
