Q: When paired with the cerbo gx, would this enable me to turn on/off a victron multiplus inverter?

Yes. You can turn on the inverter from the touch 50. Easiest way I have found is to make sure to enable the “Show boat & mororhome overview” option in display and settings. That will add an additional screen that will have a button to set Input current limit and also one to turn multiplus on off or charge only.

Q: Does this touch screen stay lit constantly or only when you touch it?

only when you touch it, then stays lit for a couple of minutes

Q: Can ipad pro be used to view and control the cerbo gx. do i need to purchase a few other control boxes to make this happen.

Yes, just need to download the Victron app.

Q: I have a cerbo gx and a lynx shunt, do i still need a separate BMS system to monitor my batteries?

Yes, the two systems you listed are observation tools. The BMS is an active tool in monitoring the state of the battery's and protecting them from excessive temperature variation and over charging among other things.
