Will a coffe cup fit in these as a gift?

No, if I'm understanding your question correctly. Typically a coffee cup will be about 3.5" or more in diameter. That makes for a circumference of Pi x 3.5 or 11 inches (not counting the handle, which will add an inch or two. The sheets are 8 inches, so too small.

Hi! Just wondering, does the color run off in water? I planned to use this as an outside Christmas project (put it around plates to look like candy)

As far as I can tell the color is not added, it is part of the cellophane, so I don't think that the color will run. It should work for this project if you need 8 x 11 sheets.

The paper is convenient for at home projects. It worked. It's a bit durable. I enjoyed it enough for my daughters under 4 to use it. Colors went vibrant. We were excited about the reflections on the ground which made the while project worth it.
