Q: Is it adaptable for a cyclist - it looks a bit long and will drag on the ground ?

I don't think the design is suitable for a cyclist. It's made to cover the whole of you and the scooter so I think it would catch in the wheels and pedals.

Q: Would this fit over a powered wheelchair

I feel it probably would fit. The problem I have with it is in the wind it bellowed like a sail and I couldn't see where I was going. I need to sew some elastic loops on it to keep it in place. Otherwise a good product

It will fit but is not very hardwearing. I had to replace it from another supplier.
