Only if you load the header it connects to with more than the total Amps available. e.g. most fans draw 0.5A, so a header with a 4A output will support up to 8 fans before being overloaded and impacting fan RPM (or LED brightness).

Can someone recommend an inexpensive crimping tool to make the fan side connector for these?

Don't recommend doing that. You should be able to use them with 3 or 4 pin fan cables.
