Q: Would these be good river shoes (walking on rock beds)

I think so. The sole is shaped a bit weird, but my son moves around in them well.

Q: How does chlorine affect them? I know someone who wore them one day and they got destroyed by the chlorine?

My granddaughter wore them for a week in Florida in both the pool and the ocean. They were great!

I would suggest measuring your daughter feet from toe to heel and from side to side.. The shoes are stretchy, i got 8-8.5 and my daughter has plenty of room.
