We are about the same (I’m 5’5” 117 lbs 34b) and I got a small that fit, with extra cup room , so small should be perfect for you.

Q: I am 5'6 and 145 lbs, what size should I get?

I'm 5'7, 135 lbs, a B cup, and the small fit me pretty near perfectly. The only (minor) issue I had with it was the length of the material from the top of the shoulder to the chest, it was a little long but not problematic. I might go with a medium, you can always pin it in.

Q: I'm 6'0 wondering how long the actual skirt part is from waist in bottom

I'm sorry but the costume is being altered. I thought that the skirt came about 2 inches below my knees. I am 5'3. Good luck!
