Simple answer no, however if you Google (other search engines are available) "saw tooth setter" you can find various online videos on how to reset saw teeth. You need to know the TPI figure for the saw and set the dial to match. Then you need to work out the direction each tooth is set, normally alternate, so easiest to do every other tooth then reverse and do the other set. Warning: many modern saws have hard point teeth (usually dark gray / black in colour) these generally don't respond well to being reset, the teeth break. I use mine for bowsaw blades but find the only ones I can reset reliably without tooth breakages are the Bahco ones.

Is this saw set all-metal, or plastic handle?

It is all metal, but like most items with handles, they cover them with a plastic grip as you can clearly see on the image.
