Q: Could this be used along the bottom of bi-fold doors

no you will need to use a DPC Membrane underneath the Cill Section . This is used on top and possibly the sides to stop the thermal bridge between the steel and aluminium frameworks .

Q: Could this be used to line the inside of a toilet tank?

Simple answer is I don't know but if the tank was clean & dry before you apply it then I don't see why not but don't know why you would want to.

Q: Does this reduce outside noise?

I have this on a 5.5m insulated roller door which is 15 years old and has a "tiered" rubber seal at the bottom and in part it was to help with noise reduction. It has reduced the wind noise that used to come under the door a little and made it more comfortable in winter but unless you have a large gap I don't think the noise reduction will be significant. We did add a plastic curtain made from overlapping strips and that was far more effective on the noise reduction stake and both work well together in providing an insulating layer to keep heat in and noise out
