They run small. I ordered size 12 for my regular-build 11 y.o. and they were too small. Size 14 fits well with a little room to grow, but they don't look baggy. She's happy with the fit.

It’s thin cotton with a little bit of spandex. Definitely not warm.

Q: Why does the size chart have two different measurements for the same size?!?

That would be confusing. However, I buy for a plus size child and those measurements are different than regular. Otherwise, I go with my instinct of logic.
