Sometimes the notches don’t stay attached to the mechanism so it doesn’t dispense. The hack is to take a Dixie cup and insert it into the non-notched area with some paper towels stuffed in so that it presses the notches onto the mechanism.

I purchased these, and they are different from what was delivered.
