Is this bag waterproof? Will wet cloths leak thru?

I would not say waterproof, but water resistant perhaps. You can put damp swimwear or laundry in it for example, but if your clothes are sopping wet or you pour a gallon of water into the bag, it is going to go through the bag. If you need water proof, you are probably better with a thick plastic trash bag.

Would this bag fit into a standard 13 gallon trashcan? I've tried a few mesh "liners" but none have been bug enough to fit in around the top opening

Yes its bigger than a 13 gallon trash can and its sturdy.

can you wash this in hot water cycle?

Guess so--I have done this. I am actually amazed that these bags, which get a LOT of heavy use in our family, stand up so well to over-stuffing, washing, dragging up & down stairs--an incredible value! (I bought 5-6 of them)
