Stuff animals? Absolutely!! A read dog that can take off fast when excited? Not really, he certainly could pop the chain!

Can it be used for cosplaying? Or like a chain that you wear on your pants?

While I have never seen cosplaying and had to look up the definition, I don't see why it could not be used for that purpose. It is lightweight, comes in multiple colors, and is reasonably durable. If you were setting up a costume in which an individual appeared to be bound and chained but did not want them having to carry the excessive weight that real change would provide, this would probably be the ideal alternative.
