Are these clippers for use on dogs or people?

In my opinion they are for people. I bought them thinking they were for dogs and defo not. The highest the cut would roughly be a No 4. They must be for very short styles lines/ skin fades etc or else for a beard. Have no clue actually who or what there for because it doesn't say .
