Q: How am i supposed to open these? i tried turning the cap (not the cover), but neither will budge. yes, i turned them the correct way.

In my case, one side was a problem just like yours. I used cloth wrapped pliers to get a better grip. The other end turned and popped off easily by hand. Clearly not constructed that well.
