I am going to use distilled water, what is function of clear one?

The clear one is basically some propylene glycol formulation without colouring. It is biocidal and will saturate the distilled water with ions. Otherwise, the distilled water is just going to strip the material off your loop. You also don't get algae with it in your loop.

Roughly how many of these should I buy? Rough how much water can a loop hold?

Do not mix this with 2l water! This is not just a dye. It has corrosion and anti growth additives and that's why you need to stay close to the 9 to 1 ratio. Most water loops do not exceed 1l of mix. If you wanna be on the safe side buy 2 of these. Even if you don't need 2 it doesn't hurt to have an extra one in hand.
