There is a set number for your desired mode of movement. You will just click the button whatever number of times to get to your desired pattern. It will stay at that setting.

Q: Does the on/off get remembered if I unplug the power? I want to connect to an outlet controlled by a switch.

not if you unplug but i use the remote

No phone app that I know of; just push the button on the USB or the little changer with the buttons that comes with it.

Q: How do you get the lights to say on?

If you plug them into an outlet using a usb charger, or directly into a usb port, they should stay on for as long as you want.
