Will this fit a makarov which is very close to a walther ppk?

Don't think so. It is formed to fit only the PPK.

Do you know if it fits the bersa thunder cc (similar to the walther)? if i purchase it for that and it doesn't fit, do you mind taking it back?

This holster if form fit to the Walther PPK aand PPK/s pistols. I don not have a Bersa pistol, so I can't check if it fits. I do not sell these holsters, so I can not take it back if it doesn't fit, that would be up to Amazon.

I need to wear under a dress shirt. Are the straps thin enough for deep cover use?

Great holster and very well made...Straps are thin yes, almost a suede leather, BUT the holster is made for outside a shirt...you would be better off with a band type holster for under a dress shirt
