Does anyone know what the "usable" length is?

They are designed to be have 2" clear between the head of the bolt and the wire retainer when the retainer is in its natural position. The claims that 2 3/8" are usable should be qualified with warnings that the retainers will be sprung or stretched outward, and perhaps prone to popping open. The intended use is for 2" or less diameter tubing.

How do you open and close it?

Just pull the bracket end that is open (not attached to the pin) out just far enough to clear the pin and pull it to any side. Put the pin in the item you want and again just pull the bracket out far enough to clear the pin and place the open end of the bracket over the pin. It will spring back to its origiinal shape.

What is the sheer rating for this pin?

There is none since all it is meant to do is to hold the coupler down onto the ball. There is no stress on it.
