Q: May have been answered already but can it be used on water-bated paint without the paint running?

I let everything dry for about 5 minutes, lightly spray a couple layers of barrier spray (waiting a few minutes between applications), and dust finishing powder at the very end. I think the key is to be sure each layer of what ever you use is totally dry and set.

No, it dries with no residue. But it works great!
