Cant get it to lock on a 95 ford ranger ?

Assuming the plastic device can reach the seatbelt -- it's supposed to click into the seatbelt and lock. You may need to move the seat forward. Make sure the key cylinder isn't turned to 'unlock'. Or -- you may have a faulty one. I don't recommend this product: good idea, poorly made.

Can't someone just cut the seatbelt material before the default seatbelt receiver that this locks into?

Your seatbelt isn't in the lock when using the lock..
