Does the Jabra talk 30 actually read name of known incoming caller

Well, it doesn’t actually read anything but you do hear an announcement of who’s calling if they are in your phone contacts. I’m not sure what you mean by reading the name. My vehicle isn’t new enough to show on a screen on the dash, but that would still not really have anything to do with the Jabra.

Can you press it and tell it to make a call ?

Hello - You can do this by activating the voice assistant on your smartphone. To activate your smartphone's voice assistant. (e.g. Siri, Google Assistant, Cortana) press and hold the Answer/End call button (1 sec.) when not on a call.

Will this work with an office phone Mitel?

I doubt it ; it's bluetooth so does your office phone have that function.
