Is it supposed to come with separate mounting brackets, or are the mounting brackets part of the pieces? Mine seems to be missing

Mine were included. You have to use the Allen wrench to loosen the screw up so the back of each piece “falls” off. You then screw that piece into the wall. After that, use Allen wrench to put the front face back onto that back piece that’s now in the wall.

Got it installed eventually!

FYI, this bathroom set came with no instructions whatsoever. Just five towel bar templates. It took me a while to install the hardware because I installed the mounting bracket incorrectly. Once I figured it out then the installs went pretty smoothly. If I was the manufacturer I would put around least one diagram on the mounting template to display the correct way to install the mounting bracket. Aside from this issue, the hardware installation went OK. Minus one star for the lack of instructions. Perhaps put an QR code or link for install instructions.
