Q: Can this be worn on its own?

I don't see why not. I've worn it inside without anything else over the top. But I've never ventured outside.

The length of the Petticoat is 40cm / 15.75 inch; skirt's waist measures 56 cm / 22 inch, and could stretch to 100 cm / 39.4 inch.

Q: How long will this be on a 12yr old?

Hi I've just measured my'n and it's 40cm long from waist band to hem. When I wear it on my natural waist it sits about half way on my thighs. I would say that on a 12 yr old it should sit at their knees? But the beauty of a petticoat is that you can wear it higher or lower for the desired length especially if worn under a dress or skirt. Thr waist band is elastic. Not sure of their waist size but it would be easy to bring in the waist bsnd if you need too. Its great quality for the price. I'm going to be buying more in other colours. I hope that helps?
