Should work on VINYL (synthetic leather) materials though, I used this to repair my vinyl dashboard with great results. **Q: Is this a solvent based paint?** A: It isn't paint. I would say that this adhesion promoter (plastic primer) does contain solvents, but is compatible with water based primers and top coats. **Q: And will this product cause paint to stick to a slick tarp i want to paint an out of doors sign on?** A: If the tarp is polypropylene, yes it will help considerably.
