I painted over it with Kilz which is an oil based paint

Lasts forever. However I'd keep it out of direct sunlight.

Q: I am looking to remove surface rust from an inboard boat motor before painting. Can I spray this on top the motor in the boat?

Yes, I have tried spraying this through an air sprayer and it did not work very well. But I did get a industrial grade spray bottle, like a hand spray bottle and it sprayed on quite nicely. Make sure you prep the surface as best as you can remove all the loose debris.
