Would I be able to pin fabric to this board then use scissors for cutting?

I use it for cutting out with scissors but it’s not meant for pinning fabric to the board. Normally just to lay out fabric and pin pattern to fabric. The board gives a good surface for measuring and cutting. Will protect your table or floor and help when folding fabric

can a rotary cutter be used with this board

No, it is just thick cardboard. Very easy to cut out with scissors as it gives a smooth surface, but a rotary cutter would ruin it

Is it really plastic? My old one was corregated cardboard

The board I received was just like my old one: cardboard. This works great for me and if needs be, pins can be stuck into it perpendicular to the board to hold bits in place. Not suitable for use with rotary cutters however. I was quite happy to find another one of these new after having used my previous one for decades.
