Q: What does it mean by cool brown ?

Do you look better wearing silver or gold if you look better wearing gold you need a warm tone if you look better wearing silver you need the cool brown which is more ash

Q: I have highlight but black under if i put over my hair will it make just the highlights blonde or will it colour my black hair too?

This won't be suitable for black hair. I use the L9 Lightener version of this colour on my dark brown hair and it goes pale blonde. I think you'll need to use this too if you want to go blonde :) There is also a L7 version but the L9 is supposed to lighten the hair by up to 9 levels
