This book's applicability goes well beyond the American Foreign Service and would be a great use to any country that either has or aspires to have a professional foreign service. It should be the foundational book in the libraries of all countries which have a professional foreign service. Indeed, it should be must reading for any university course which aspires to teach how diplomacy really works.
