Q: Does the game come complete or do I need to buy dice?

This game comes complete, and you don't actually even use dice in this one. You might be thinking of the Mistborn Adventure game which is also made by Crafty Games. I'm not sure if the adventure game itself comes with dice but the Allomantic dice that you can buy seem pretty cool anyway, so buying them wouldn't be a waste in my opinion. I was planning on ordering a set when I bought the adventure game myself.

Q: Is it better to have read the book series before playing this game? Also, are their spoilers in the game for those who have not yet read the books?

There is text on the cards, from the books, but it in no way spoils the books. You don't have to know anything about Mistborn in order to enjoy the game, though you will get even more enjoyment if you know the references!

Q: Is it possible to play this game with two players?

It is, but not easily. I would instead recommend to set up a third dummy player who can receive their resources and contribute to solving the problems that arise throughout the game. It is a semi-cooperative game, with a lot of political maneuvering. It is definitely better with 3-5 players.
