It does not appear to be. You could gently scrub it with a soaped damp cloth, and then use a damp rinse cloth after. Then air dry. I would NOT put that material in a washing machine or dryer. It’s a cheap hat, just buy a new one.

Would it fit a seven year old boy?

If he is about a 71/4 hat size it should fit.
