Could I cut slits to accommodate a footboard?

You could as long as the elastic part that goes around the box springs stays intact. It may have an “unfinished” look where you cut it. OR maybe you could put it on backwards—with the empty space that’s usually at the head of a bed at the foot—where your footboard is.

Will this work on a platform bed with no box spring (mattress is supported by high bed frame planks)?

Yes it will work but might not be as long as you want. I have a queen mattress that is on a platform that electrically raises the head or foot part of the mattress. I just put the bed skirt elastic band around the lower side of the mattress. I fixed my quilt so that it hangs down enough for the bedskirt to show. So far the bedskirt has not moved and looks great. It is a good quality bedskirt.

My box spring measures 13" to floor, which size drop to you recommend?

Does this work with a wooden bed frame with the posts on the sides? I need something to detach and fit around

If the posts are flush with the wood frame, yes. If the posts extend out beyond the frame, then no. The bed skirt is snug, to prevent it from slipping down. Also, it comes as one continuous piece - not something that can be detached in various places. Technically, you could slide it down and lift the posts in and out of it, but your bed is probably too heavy for that.
