Why you put a size chart that doesn’t describe your sizes options? If I need 4 1/4 inches long shoe, which of your sizes should I buy?

Can someone who owns these bend them in their hand? I need to make sure the sole is flexible and can bend.

Foot 4.5 inches. The size chart says 3 but your shoes are sold in months. Can someone please help me to know if she's 12 or 18mo size? Thanks!
