Will this lift a dually truck right at 10500lbs?

I wouldn't advise it, for your truck you really should have a 14,000 lb lift to be safe, also whenever lifting a truck be sure to put a stabilizing stand under the trailer hitch or rear frame, they can get pretty teetery without it

What is the minimum amount clearance for ceiling

For most standard lifts you want at least 13' of clearance. Also consider your comfort while working under a vehicle (or buy a shop stool if need be so that you're not crouched under killing your neck & back) 13' to 15' is a general amount of clearance for the vehicle and yourself.
