I'd get a 10! Especially if you'll be barefoot in them or wear thin socks. I wear a 10 and so I bought a 9 and they're just right.

absolutely.. I did have to adjust the top buckle the first time, but that is all I do is slip them on... you might have to hold the tongue it tends to slip in with your foot

Yes. The buckles stay buckled. They're attached to elastic so you can easily slip them on and off.
