Q: Do they have a waist band?

Sort of. It doesn’t go super high, but there is a band that goes around, but not as high as a belly button.

Q: 129 lbs 4"11 what size should i get?

I'm 5' 2" and weigh 125 lbs. I ordered the XS and they fit perfectly!

Q: Does the waist band have any elastic or banding at the top? I think these are the same pair I have but mine have a waist that is really seamless.

Some RBX styles do and they don't roll down. Other styles do not and have a tendency to roll down, which is uncomfortable.. The ones that do have elastic around the top are much more comfortable for me. Hope this helps
