I am having hard time in deciding which one is the best for me, twist lock or non twist lock that mite loosen overtime?

This will be a choice of personal preference because they are both great foot rings. If the manual tightening version comes loose over time, you can always tighten it back up.

What's the diameter of the whole in the center? In other words what's the thickest pole it can fit onto?

Would this usable or recommended for gaming office chair?

If the gaming chair has a standard post on it like an office chair, then yes I would say it would fit. I use mine on my counter high office chair and it works great. Also I would recommend it for chairs taller than standard height (standard = when feet rest on the floor), otherwise the foot ring wouldn't be very effective.
