I don't use waterproof mascara but I like thick mascara, I would say the answer is very probably yes. There is a good amount of solution on them and it cuts through my make up very easily without having to put pressure on the skin, in contrast to most other wipes.

is this anti bacterial as well?

I always try and buy this make after trying others no not sure if antibacterial but removes my make up some times have to use 2 wipes but not often. Sorry if no help.

Are these the biodegradable ones or the old style material?

The description says not to flush and to put them in the bin. Hope this helps.
