Does this tester have high enough resistance to load a circuit while testing like a traditional incandescent test light?

To load (draw current) one needs a low resistance, not high. In this case I do not think the manufactures specifies the testers input resistance. It is an important factor for sure.

Is it suppose tp have a fuse in it?

No fuse needed, the electronics in it work on the power when its connected to the power of whatever ur working on.

Does it bave light and beeper?

No beep. Display only lights up
