Is this a good alternative to the gutter gaurds that cover the whole top gutter?

Not the same, prevent pine cones, leaves and debris from clogging downspout. You need to check them after rainstorm and clean off and replace so gutter water can drain freely.

Can this be formed to properly fit a Rectangular downspout?

They fit my down spouts. I liked them the best as they fit tight in the down spouts. And they were larger on the area that remains in the gutter so they won't go down into the gutter.
