Erm nope. It’s obviously for shirts or tops

Can this be used with the shirt dry?

It recommends you don't but I used to spray a little product on it (maybe a fabric softener) and it was fine but you could also slightly dampen the shirt with water in a spray bottle?

How long does this take to 'iron' a shirt that is already dry?

Hello, you will get the best result, if you will put a wet shirt on the press. if it´s wet, it approx. needs 5 minutes. greetings

Will this work for shirts with a double cuff not a button cuff?

It does do double cuffs, although not as well as single cuff
